Echo of Hero skill not received on Jett

Hi -- after reaching level 200 and on my Jett and talking to the Statue in Orbis Tower <8th Floor>, I completed "An Arrangement from the Goddess" quest but did not receive the Echo of Hero skill. I had done this before on my Hero and received the skill.
