Legion bug?

Hi recently I was told that I had unlocked the Legion feature in this game. However, prior to this I saw that we needed to have a combined level of 500 to start one. But my combined level is only at 262. I'm not sure if there was a change to the Legion system or if this is just a bug

    It been changed so to access legion, you either need 1 character above 200, or combined total of 500 levels.
