Finding Jack quest

Okay, I'm at the end of my rope. This horrible quest I got last month seems to defy any and all attempts at solving.

I got this in NLC, I'm supposed to find this Jack character somewhere in Crimsonwood Mountain.

All online maps and videos I've found are outdated and/or contradictory. My guild doesn't know.

So where the devil IS he? Does anyone know? Or is this quest simply impossible to finish??
