Unable to enter Horntail through Boss Party

Hello,

Looking for some help with my issue. I recently returned to the game after a few years off. I'm trying to enter Horntail via the Boss Party search. However, on the Horntail page it is greyed out stating that I should check the [Horntail] Certificate of the Dragon Squad. I have looked through my quest page and that quest cannot be found in the available, in progress, and completed quest tabs. I have included pictures of the issue and my quest log below.
Any help is appropriated.

    Talk to the girl in the cage outside horntail cave to finish the 15 second prequest.

    Accept the quest from Chief Tatamo "[Horntail] Moira's Whereabouts", and then
