Potion Pot Not Working

Brief bug summary:
Potion Pot does not work in monster areas.

More details:
Unable to use Potion Pot and only in towns does the Potion Pot work. Hot key unable to activate. Only

Steps to reproduce:
Tried using Potion Pot in Haven, or Arcane River. Does not work ever since new event has been activated.
