Adele Boo Transformation Bug

There seems to be a bug where the guards do not seem to spawn during the boo transformation quest part of the adele storyline. Both times I have gone through the two quests where you do this, and the guards have not spawned.

    When attempting to take Jerome through Rampart Residences 1 as Boo, I can't attack to clear the guards - preventing me from moving to the next map.
