Allow PNG Images For Custom Guild Emblems

JPG format images does not allow transparent backgrounds.
By allowing us to use PNG format images, this allows us to have transparent backgrounds for our emblems.
Since the images are only 17x17, there shouldn't be much difference in file size.

    in b4 the genitalia emblems. Big opportunity for exploitation here, they'd have to implement a vetting process lol
