Event - How to get mana battle invitation?

Hi,

Anyone know how I can participate in Mana Battle? The npc just keeps saying to wait until xx45, but I've waited for hours now and nothing happens at xx45. I don't get any pop ups. I get the flag race inviation at xx00 but nothing at x45 on any of my characters.

    Did you finish the week 2 scenario and accepted the mana battle quest?
