Bucc Nautilus Strike Final Att Not Activating

Brief bug summary: Buccaneer's skill "Nautilus Strike" is supposed to activate an additional attack whenever attacking with certain skills when it is on cooldown. However, when the skill "Lord of the Deep" is active, Nautilus Strike's final attack activates significantly less, despite it having a 100% activation rate whenever using one of the corresponding attacks.
More details: Shown are two videos testing Nautilus Strike's final attack with and without Lord of the Deep active and comparing how many times the final attack activates.

I am unsure when this bug first started happening as I recently came back to the game but according to a friend, it has been around for a while but nobody reported it.

That thread isn't the same as what I'm posting about. That post simply says that there is no buff for Nautilus Strike final attack showing up in their buff bar whereas in my testing, the final attack activation does not occur as recorded by battle analysis, despite it supposed to be.
