Reg Hair and Face Coupons?

Hello,

I came with the wish to get a specific face from NLC, obtainable only with the reg face coupon, as well as a hair style also obtainable with a reg hair coupon, only to find out that such coupons cannot be obtained any more in the cash shop? Will the cities' specific hair and face styles ever be back?
