Bug type: Skill doesn't work

Brief bug summary: Beast tamer's Skill Defensive Formation does not activate during Fly when it should activate.

More details: Beast Tamer's Eka (Hawk) skill Defensive Formation which should send out small baby birds to automatically attack nearby enemies while you are using the Eka (Hawk) skill Fly doesn't activate and no baby birds fly out.
