Boom Up Event

How do you participate in the Boom Up Event? The patch notes says the quest "Showa Town Helper" should be available after March 10 maintenance but I think I only had "Special Investigation Period" available. Anyone know how I can start the event for the storm growth potions?

    You have to complete a questline starting with "Welcome to Showa Town".

    I honestly don't think it's worth it. The hours you need to spend completing these quests (some of them require obtaining items with very low drop rates) would be better spent grinding or killing Horntail daily. I gave up on the 3rd to last quest with my level 19x.
