Mihile link skill should be a passive

For several reasons:

1. We are limited to 12 link skills and 2 transfers per day
2. We have limited space on our keyboards with some classes utilizing more skills compared to others
3. There is no reason why it SHOULDN'T be a passive

So either:
1. Increase number of link skills or remove the 2 transfers per day or both
2. Allow us to macro buffs with cd and when using said macro it just skips over the buff with cd
