Help with Commerci Republic quest

Hi!
I'm lv 223 Pathfinder, and im trying to find the Commerci Republic quest but its not appear there.
im sure i didn't do the quest before and i checked Neinheart and i searched in the whole city.

any suggestions ?

    Weird... have you tried checking in with Parbell at Lith Harbor? , if not be sure to check your quest log
