Unable To Make Kain Tera Burning

I'm unable to make Kain as a burning character.
When I made a new character, the option to allow the character (Kain in this case) came up and I selected Yes. However, a popup comes up and says "Unable to make this character burning" or something of the like. This is in the Reboot Server.
