Zero Storyline Quest not saving completion

Brief bug summary:
Zero Story Chapter 1 - Horntail. I completed this stage but it is not saving as complete.

More details:
I fought Horntail, and went through the dialogue with Freud. I was sent back to Leafre by Freud. But the quest did not mark as being complete, and I now cannot proceed with the story. It still says the Horntail stage is incomplete when I open the Story book. I went in to the Glowcaves again, and Horntail is crying, I cannot interact with Freud or anything. So it has registered that I have completed those steps, but is not saving the whole stage completion.

Steps to reproduce:
Storyline is stuck, cannot reproduce, cannot proceed.
