Cadena 5th Job skill

Hey, sorry if this was asked before. I just did the 5th Job promotion on Cadena, and I have to ask, how is Chain Arts: Maelstrom activated? Do I have to use some sort of toggle skill (I hate those) use it with some other skill, or what? Simply using it on a hotkey does nothing.

    Two ways to use it.
    Press the Chain Arts: Maelstrom button during Chain Arts: Thrash second swing.
    Press the normal attack button while holding the ↓ button.
