Bug type: Familiar Issue

Brief bug summary:
Familiar potential "All Skill Levels: +1" no longer grant all skills +1 SP as of the v.227 patch.

Steps to reproduce:
1. Have a Familiar with "All Skill Levels: +1" potential.
2. Summon the familiar.
3. Observe that the skills are not getting the SP
