Kanna's Vanquisheres charm doesn't work

Ever since the update on Nov. 17, Vanquisher's charm does nothing, when you press and hold the skill key it just goes on cooldown.

    As a kanna main i am so upset to see our Vanquisher's charm being broken.

    How did this even happen?
    We didn't even get any update on this Nov 17 update?????
