Maple Variety: Tangyoon Restaurant 15 minute wait

Bug type: Event related quest/minigame
Brief bug summary: Despite completing Tangyoon Restaurant without forfeiting, the mid-game forfeit penalty of 15 minutes for all characters in the world is still applied.

More details: You are unable to play maple variety games back to back via Quick Start as it puts you in a 15 minute cool-down, despite not forfeiting. You still get EXP and it counts as a clear to earn Subscribers/Pink beans for the LIVE missions. This only affects being able to play the Quick Start mode a subsequent time, if you make a party of 1-3 players you can enter the Party mode immediately without waiting 15 minutes.

Steps to reproduce:
1. Speak to Spiegelette and Enter Tangyoon Restaurant either Quick Start or Party mode.
2. Complete party quest as intended (earn 50,000 meso under 30 minute time limit)
3. Speak to Spiegelette to exit
4. Try to queue Quick Start again and receive penalty message
Wait 14 minutes you can play Tangyoon Restaurant Quick Start

(If you forfeit in mid-game, your characters within this
world will all need to wait a little while before they can
use Tangyoon Restaurant Quick Start again.)

Date and time of the incident: This bug was noticed after the 23 November Minor Patch and did not exist at the start of the event (17 November). (Unclear if it started before 23 Nov due to separate and now resolved bug that kicked players out after 30 seconds).
