star force in reboot

so...
I tried thinking about a star force arrangement which will be more reasonable then changing the star force system entirely and what I came up with is this:
if the items have tiers and you can transfer hammer to one tier higher instead of being level capped won't it solve a lot of the star force issues? also it will make for a much smoother progression-you just transfer to the next tier and work on getting your gear to a higher level.

you have novice-8th set which can be tiers 0-8
necromancer set can be 6th tier
von Leon 7th tier
empress 8th tier
root abyss and ranmaru 9th tier
absolab and Sweetwater 10th tier
arcane 11th tier
tyrant will be superior tier and not capable of transfer hammer

I think it is much more reasonable than the current system of star forcing and the price won't be as much of a headache.
