Can't use Storm Growth Potion

Why is this item Untradeable instead of account-bound? Especially being restricted against Burning Characters while the event is currently active. I have two on the wrong character and now it's completely useless.

    Did you try to use it? some say over 200 can't use it but if you click on it you still can even if you are over 200!
