Brief bug summary: Trying to use the Tengu Daily Buff doesnt work

More details: When trying to use the Tengu buff, it doesnt seem to work! Ive tried in multiple maps and channels but it doesnt seem to work at all! I had tried it before the daily reset and then tried using it after the daily reset with no luck. I've asked fellow guildmates who also have the skill unlocked to try using it but they could not use it either!

Steps to reproduce: Open threads of fate > Click on Tengu > Click on Summon > Press OK

Character name: Cheoleo

Character level: 275

Character job: Hayato

World name: NA Reboot

Date and time of the incident: 2022/11/20 8:16PM ET

EDIT: I've asked some more guildmates to try using the skill and it seems to work for a few of them so its looking like a mixed bag of results
