Personally, starforce is not the greatest feeling system ever. You may feel slightly good when you hit the star goal you wanted to achieve, but not as good as you should since getting there just had random frustrations along the way with constant star dropping with every attempt.

The system I would change substantially:
~ Star rank dropping on failed attempts removed.
~ Item destruction chance completely removed.
--- Instead, an item feeding system will be introduced that has also been starforced to feed it experience and make the item grow stronger.
(More on this below.)
~ Safeguarding will be removed. No longer be needed.
~ Star catch mini-game be reworked (still optional).
--- Something that is a little more engaging and fun. Reward will be based on your performance with the ability to double the success rate with perfect performance.
~ More stars, but stat and attack given at total 25 stars combined will equate to 17 stars is now.
~ Success rate will be adjusted and increased.
--- 1-5 stars, 100% success.
--- 6-10 stars, 80% success.
--- 11-15 stars, 60% success.
--- 16-20 stars, 40% success.
--- 21-25 stars, 20% success.
~ Mesos cost adjusted to go from 1 to 25 stars to be roughly the average cost to acquire 17 stars on that item now.

STAR FEEDING SYSTEM
When you have maximum stars on an item, you can feed that item with another item that has any amount of stars on it, destroying the item that was fed to the main item in the process. You can feed items to an item that is the same level as it or higher, i.e. Arcane Umbra Gloves can be fed level 200 pitched boss items, other arcane umbra items, or even the new level 250 items.
Upon feeding an item, you will grant it star experience based on the item's level and amount of stars the item had, with the higher star ranks being worth more experience than the lower star ranks as well. If you want to level an item faster, you feed it items higher level than it and max out the stars on it.
Every time you enhance a star, the experience required for the next enhanced star will increase compared to the previous enhanced star's experience required.
The cap for the amount of enhanced stars on an item is the same as that item's star cap, i.e. 25 stars item can have 25 enhanced stars. (Enhanced stars will change the colour of the stars in order, i.e. on a 25 star item with 5 enhanced stars, you will see 5 enhanced stars and 20 normal stars after that.)
Enhanced stars will grant additional all stat and all attack in a similar fashion to starforcing past 17 stars (not in the same quantity of stat and attack though).
Enhanced stars 23, 24, 25 will be unique like stars 23, 24, 25 are now. These enhanced stars will give a much higher payout, but at a cost.
~ Going from 22 to 23 will only have a 10% chance to succeed when you fulfill the experience requirement.
~ Going from 23 to 24 will only have a 10% chance to succeed and10% chance to reset the star back to 22 enhanced stars.
~ Going from 24 to 25 will only have a 1% chance to succeed and a 20% chance to reset the star back to 22 enhanced stars.
(23, 24, and 25 Enhanced Star item will not be the same power as a 23, 24, and 25 star item is now!)
