Shade teleport ("Fox Trot") functionality error

Bug type: Skill bug

Brief bug summary: Attempting to teleport using "Fox Trot" when unable to (no platforms nearby / while executing uncancellable animations, such as backstep) places it in internal cooldown, disabling usage of the skill for up to about a second. The bug makes the skill considerably more clunky at times.

Steps to reproduce:
1. Jump upwards in an open map with no platforms around to teleport to.
2. Try to teleport.
3. Keep trying to teleport until you hit the ground.
The expected result of this sequence is to teleport as soon as you reach a height where the ground is recognized as a platform you can teleport to.
The actual result is falling all the way to the ground, where the teleport still does not execute until after a delay (the remainder of the internal cooldown, depending on when the skill usage was attempted in the air).

Alternative option - mid uncancellable animation:
1. Use a skill with an uncancellable animation, such as backstep.
2. While the animation is going, attempt (unsuccessfully) to fox trot (for backstep this is a pretty small window, but can still easily be achieved by trying to fox trot immediately).
3. Keep trying to fox trot after the animation ends.
The expected result of this sequence is to teleport as soon as the (extremely short) animation of backstep ends.
The actual result is the teleport failing to execute for about a second, where the internal cooldown ends.

Caracter job: Shade (the bug only occurs with Shade's teleport "Fox Trot", as far as I'm aware. Mage teleports display the expected behavior in the scenarios above.)
