Blue Heart Transparent Hat effect not disabling

As the title says, the Blue Heart Transparent Hat cash item's effect does not disable when toggled on and off via the effect button and right clicking in the cash tab of equipment. When disabled, the effect of the blue hearts following you around is supposed to go away, but it does not.
