Noblesse Skills Adjustment + Noblesse SP Improved

To improve the SP distribution every week for casual and new guilds, grant double the score for doing Flag Race (same 10,000 total score weekly cap for 10 Noblesse SP per week for capping it out).
i.e. Instead of 100 score minimum players get 200 score minimum; instead of 1,000 score maximum players get 2,000 score maximum, etc.

This would really help all guilds get their flag race Noblesse Skill SP every week.

Noblesse Skills will receive an adjustment (net nerf):

Boss Damage % (at level 15): Down to 15% from 30%
Ignore Enemy Defense (at level 15): Remains at 30%
Damage % (at level 15): Down to 15% from 30%
Critical Damage % (at level 15): Down to 15% from 30%

Duration increased to 30 minutes regardless of the skill's level.
Cooldown decreased to 60 minutes regardless of the skill's level.
Whether the skill is at level 1 or level 15, the skills will always be 30 minutes of active time with a 60 minutes cooldown that begins immediately. This is a small buff for new and casual guilds who are unable to get the Noblesse SP to max out all of the skills.

Guild passive skill improvements (net buff):

Guild on Fire I: In addition to the attack / magic attack it grants, will also grant +10% boss damage at max level.
Guild on Fire II: In addition to the attack / magic attack it grants, will also grant +10% damage at max level.
Guild on Fire III: In addition to the attack / magic attack it grants, will also grant +10% critical damage at max level.

This will improve the new and casual guild experience by shifting some of the power of the actives of Noblesse Skills into the passive skills while allowing players to always have some of the power of Noblesse skills always active for those weaker bosses and for mobbing.

Overall, this should reduce the power creep that Noblesse skills have brought slightly while also improving the Mapling experience as a whole.
