Can't forfeit quest

Hello, about the quest "Operation decoration" when you need to scort Miranda, I failed it, but when i try to forfeit the quest to do it again , it appear a mesage which said " you cannot forfeit this quest" , so i'm stuck in it. Is that a bug or is a one chance quest?
