Can't get Rise from Ruins anymore

This may be a Cygnus Knights-exclusive bug, but i'm not getting through the questline on another character just to check.
The [Henesys Ruins] Rise from Ruins quest no longer appears after completing [Henesys Ruins] Creator of Dreams.

    It's not just you. I'm currently trying to complete it on my new Lynn and it is just not showing up. I have all the required quests completed, but Alex only has Scouting the Stronghold available.
