Crimsonheart Epaulette not PQ set counted, unlucky

Brief bug summary: Crimsonheart Epaulettes from Tynerum Altar don't count toward PQ Set, lack lucky item effect

Crimsonheart Epaulettes gained from the Tynerum Altar party quest are not treated like Party Quest Set items, despite being in the Party Quest Set item list. When hovering over other Party Quest Set items, the Crimsonheart Epaulette does not highlight like other worn items, nor does the epaulette count toward the item count.
Worse, they also lack the lucky item counts-toward-any-set effect functionality that Crimsonheart Epaulettes in Pub's shop have in their hover pop-up.
I suspect that Lord Pirate Hat is in the Party Quest Set item list twice to resolve a similar issue of an item having two discrete entries in the item database.
Steps to reproduce:
1. Do the Crimsonheart Castle quest line.
2. Get at least 3 people and do the Tynerum Altar PQ over and over until you collect 100 Marks of Tynerum. (This part takes several days.)
3. Turn in 100 Marks of Tynerum to the Battle Statue for a Crimsonheart Epaulette.
4. Wear the epaulette with a couple other Party Quest Set items.
5. Hover your mouse pointer over the other PQ set items.
