More details:
I recently noticed an issue with MapleStory where the game's framerate does not match my monitor refresh rate (75 Hz) when the chat window is outside the game window. I play MapleStory on 1080p windowed mode with my 1440p monitor and have the chat window outside as my preferred setup.

If I keep the chat window inside the game, then the issue does not occur and the game framerate is in sync with my monitor. It only happens when I have the chat window outside and then the game starts to drop down to 60 FPS which causes stutters while screen pans or while moving around.

I use Nvidia's in-game overlay to check my FPS in game. V-Sync (driver level and in-game) and Adaptive V-Sync (Nvidia driver level) has no effect on the game framerate whether it is on or off. Exclusive Fullscreen Mode does not have this issue as chat window cannot be viewed outside of game window. This issue is not present in other areas of the game (Cash Shop, Auction House, World Select, etc.). This seems to specifically affect the game where chat window can be viewed outside the game window and with a monitor refresh rate higher than 60 Hz.

Steps to reproduce:
1. Ensure monitor is running higher than 60 Hz
2. Enable FPS counter with any statistics software (RivaTuner, Nvidia in-game overlay, etc.)
3. Launch game
4. Choose any world or character
5. Display chat window to outside the game window
6. Observe framerate and motion fluidity as the character moves around town or any map that allows screen to pan.
