For Hat Cooldown Reduction Lines, it should be changed to the following to improve the experience of getting cooldown reduction and not feel terrible to see -1 second reduction:

~ -2 Seconds Cooldown Reduction becomes the ONLY Legendary Line status.

~ -1 Second Cooldown Reduction remains, but becomes Unique Line status, which makes it easier to see as a potential line outcome and no longer feels bad to see since it no longer is shared with -2 Seconds Cooldown Reduction.
