Bug type: Skill Error

Brief bug summary: The Soaring (Mount) skill does not activate properly.

More details: A burst of yellow light and white feathers is shown but the mount does not ascend.

Steps to reproduce:

1. Have Soaring (Mount) Skill.
2. Summon mount compatible with soaring (mount) skill. e.g. cloud, pegasus and dragon.
3. Press up and jump key.

I noticed at first after the v.263 update but just assumed it would be fixed by the next update. It still isn't working after the current update.
