Basic Question About Attack Speed

I play on GMS (Bera) and I have a basic question about Attack Speed.
In the game, some players believe that having +10 Attack Speed makes a character faster. However, in my case, my character has base Attack Speed 8, and my skills reduce that value down to 0.
Could you please confirm whether Attack Speed 0 is the maximum (fastest) possible speed, or if 10 is actually the maximum value and allows characters to attack even faster?
I just want to clearly understand this mechanic.
