Allow Heroic characters to obtain the Mist Cutter

Currently, in Heroic servers, only newly created Hayato characters (post-remaster) can obtain the Mist Cutter. Existing Hayato players who have already invested a lot of time and effort into their characters are unable to get this item.

This is a significant fairness issue between new and veteran players. It feels as though loyal, long-time players are being penalized for starting earlier.

To resolve this inequality, I suggest the following improvements:

Add to Shop: Make the Mist Cutter available for purchase in an NPC shop for existing characters.

Quest Reward: Distribute the item as a reward through a specific quest or a "remaster celebration" event for all Hayato players.

Existing players should not be excluded from these updates. Please improve the system so that everyone can enjoy the remastered Hayato on equal ground.
