Vern Mine Fast Travel Quest

on my Sia Astelle, i am for some reason unable to fast travel to Verne Mine despite having finished all the quests that i am aware of. it says that i "have not met the requirements to start this quest and cannot view its information". i don't know if this is a bug on my Sia or if i am simply missing something. i don't know. but i haven't been able to use Verne Mine fast travel on my Sia since the class came out, i've been hoping that it would be fixed eventually but it hasn't yet. is this just me? is this a bug that i need to submit a ticket for or am i just missing some quest? it also says that i need to join the alliance on top of the verne mine quests, i did as i have the will of the alliance skill but i didn't receive a medal as it's not recorded in the medal, could that be the reason?
