The cost is way to much to starforce at base already, let alone the increase to safeguard to 22 is insane.

Removing destruction should be at most the same mesos cost increase as safeguarding.

Additional feedback, I think you over thought some things here.

What I would change is this:

1. There is a slider to adjust success rate where you can go up or down with 5 different levels.
2. There is also a second slider to adjust destruction rate where you can go up or down with 5 different levels.

- The success slider is, from left to right, 50% - 75% - 100% - 150% - 200% for success rate.
- The destruction slider is, from left to right, 0% - 50% - 100% - 150% - 200% for boom rate.
(100% is the default rate.)

You can use the success and destruction sliders from 15 stars and all the way to 30 stars.
Destruction rate for going above 22 stars the slider changes to 50% - 75% - 100% - 150% - 200%.

Now the sliders will affect mesos cost per attempt, if you make it more detrimental then the cost DECREASES and if you make it more beneficial then the cost INCREASES.

For success slider: the mesos cost for the tier will be -50/-25%/0%/+50%/+100% decrease/increase to the mesos cost.
For destruction slider: the mesos cost for the tier will be +200%/+100%/0%/-25%/-50% increase/decrease to the mesos cost.
(0% is default cost; -50% is half the price; 100% is double; 200% is triple.)

The cost would multiply on itself as well.
EXAMPLES:
1: 0% Destruction and double success, the cost being 100,000,000 mesos at base, would be 600,000,000 mesos per attempt.
2: 0% Destruction and half success, the cost being 100,000,000 mesos at base, would be 150,000,000 mesos per attempt.
3: 200% Destruction and 50% success, the cost being 100,000,000 mesos at base, would be 25,000,000 mesos per attempt.

I think this system would be more interesting and helps reduce the starforce burden for the longer term, while also making it easier for new players to 22 star their equipment with a mesos cost that is less extreme just for safeguarding your equipment and allows a new player to actually afford the costs (as well as everyone else).
