Bug type: lynn sol hecate phlegethon not activating in culvert

Brief bug summary:
on the lynn class, sol hecate phlegethon will only activate one time per culvert.

More details:
When using sol hecate phlegethon in culvert, if it has activated once during that culvert entry it will not activate again. I have verified that the skill is not on cooldown, sol hecate is on, and the skill to activate it is correct. This happens 100% of the time.

Steps to reproduce:
Try to use sol hecate phlegethon a second time in culvert as a lynn when the skill is not on cooldown.

Character job: lynn

World name: kronos

Date and time of the incident: always since sol hecate released
