Fix Kanna to allow teleport in Commerci Voyages

Kanna cannot teleport in the Commerci voyages, it always says "this skill cannot be used here." Any other teleporting class (iirc) can teleport, even if their teleport does damage (such as Bishop's Teleport Mastery, which damages and stuns enemies hit by the teleport). It is annoying when the leviathans push me back to the end of the voyage map and I have to walk to the boss since I'm the only mage not allowed to teleport.
