So why is it that we can't create the character "Zero" in reboot even when it's available to other worlds ?

    because Zero starts at 100. everyone else starts at 1 or 10

    Yes but that doesn't really answer my question. Nexon is letting people who has a character that in lvl 100+ create one in other world but why not use the same requirement for Reboot ?
