Brief bug summary:
The Fireworks Festival Celebratory Box does not give the Dragon Fireworks Damage Skin or Flower Fireworks Hat. This is the direct quote from the event notes: "Stay logged in each Saturday and accept a quest that rewards you with a Fireworks Festival Celebratory Box. Open it to find items including a Master Craftsman's Cube Coupon, Mysterious Meso Pouch, Special Medal of Honor, Dragon Fireworks Damage Skin, Heart Sunglasses, and Flower Fireworks Hat."

Steps to reproduce:
-Accept the quest from DJ JM
-Stay logged on for 1 hour
-Complete the quest
-Open the box
