Can i make a burning character if i declined?

so i declined the burning event since i am newish ( been a long time since i last played i think back in RED patch or big bang ) so i declined it. now im wanting to recieve the burn on this same character but i doubt i can. i know i can make another character and just use it but i mean i am only level 33 and i do want to main this one im playing. don't want to make a new character just to get the burning thing when i won't be focusing on that character for some time.

if not and i do make a burning hcaracter but don't play it at all for a very long time will it still be burning when i come back to it?
