    because 5th job doesn't use SP and all skills like that do is emulate bonus SP, also it would be pretty unbalanced because of how lvling up V skills works

    nah it dont, which is why it's completely useless lol. it does nothing if and when you max out all your skills,
    which we max them all out at lv.140 therefor is the most useless skill of all rng magnificent stats.
