Protecting Surl refuses to complete

I've done this quest about 3 times on my Demon Avenger on Bera and each time I finish if I talk to Surl this is all I'm getting. I've tried protecting him entirely without letting anything even so much as touch him and the quest is just at this permanent state of "nope."
