Cash item face expression 'Troll' not working

So me and another person have the cash item 'troll' and when I used it, they said they did not see it on their screen even though I could see it on mine. When they used their 'troll' cash expression, I did not see theirs yet again they were able to see their own player use it. Anyone else?
