Bug type: Missing Content

Brief bug summary: lack of quests in quest log no indicators above necessary NPCs

More details:
Character missing any means to access quests including things such as the Marble of chaos and Arcane River dailies no prompt to talk to NPC's clicking on the needed NPC's do nothing.

cannot be reproduced willingly
