    According to this reddit post, racos(verne mine in edelstein) and mossy snails(ellin forest, one map either side of the main camp) should drop the recipe; probably dropped by a few other mobs too. Make sure you're within the level range and such, though even then it doesn't seem to be a common drop.

    10 levels above and below. The level range of something that's level 70 would be levels 60-80.

    I found this at the new Kerning square I am not sure which monsters (over a year ago) I found both the bullet and throwing knife recipes there.
