Taking names from old characters?

A lot of really cool names are taken by characters that are pretty obviously old accounts that haven't been active for a long time. I was wondering if those names were ever recycled, or if I could request to have a name from an old inactive character?

    We had a name-clearing event in late 2015, that freed up the names of characters on accounts untouched since the start of 2013. (Not including accounts with a level 200 character, or banned accounts)
    Who knows, we might have another such event.
    You cannot request to strip the name off someone else's character, just so you can use it.

    Plus, honestly, how can you be so sure that the entire account is inactive just because one character on it is? The blaze wizard who holds this name, I haven't touched in probably two or three years. Just because that character is inactive doesn't mean my entire account is. And it would be pretty crappy if you could just yoink the names off an account someone's still actively playing on just because they haven't touched a specific character in a while.
