Cant do NCygnus Pre;New Info Quest Not Appearing

For a few weeks, I have been trying to complete the normal Cygnus prequest but I have been unable to proceed further. I have checked countless times and can't even accept the dream key quest yet and the quests stopped after the information quest. Please send help on this, I couldn't find anything like this online. Thank you

    K so I found out what was wrong. It was me. The videos on youtube are outdated and the questline for NCyg is long where you do more quests from Jay and Big Headward to proceed to the Informats quests.
