Adele Recalling Greatness Crit Damage stuck at 1%

I was able to get Recalling Greatness up to level 7 at the moment. Upon checking the skill though, damage is 7% but crit damage is stuck at 1% even if it levels up to level 8. I know the quest can bug where you aren't able to level it at all. I can level it fine it's just the crit damage wont bump up 1% per level in conjunction with the Damage %.

    I don't know if its intentional but once you get max level 10 then you get crit dmg 10% and dmg 10%, it jumps up from level 9 where its 1% crit; 9% dmg.
